Of course there are some people who spend all their time sending excessive amounts of junk e-mail to their colleagues during working hours, but they are just exceptions. And monitoring their e-mail is not a part of the solution. When someone wastes their time all day, it should be noticed in a result review at the end of the month, not trough spying.
On the other hand, I do not know if I would be able to resist the urge myself. If I was a system engineer and I had access to other people’s e-mails, I think it would be very tempting to read them and see if there’s anything interesting going on. This of course already happens in companies all over the world, which is why it is not a good idea to send private e-mails trough corporate mail in the first place.
